During Pillar of Frost, Frost Strike, Glacial Advance, and Howling Blast always grant Killing Machine and have a 20% chance to generate a Rune. Additionally during Pillar of Frost, Empower Rune Weapon causes your next Obliterate or Frostscythe to cost no Runes.
