What This Set Covers
This is a partial outfit - it fills 5 armor slots, so a full look needs 3 more slots from elsewhere. Every piece is Bind on Pickup, so the appearances have to be earned rather than bought.

The Ensemble
Ensemble: Rainy Day Attire is a single item whose use effect learns all of Rainy Day Attire at once. It is Bind on Pickup. The Trading Post lists it for 375 Trader’s Tender under Transmog Sets.
Rain or shine, you're looking fine.
