If you press 'Y' in-game, go to Professions > Fishing > <x> Fish the description says "Fish up 500 items." I think the reason why the achievement is called 500 fish is because it requires fishing to get it.

Catching 2 fish with [item=85973] activated still only counts as 1 towards this achievement.
