This quest is given by [npc=62667] AFTER you get the achievement Dread Haste Makes Dread Waste.
Don't expect to get the quest from her before getting the achievement. If you're stuck in any part waiting for this quest, go back and do all the quests for the achievement then she will promptly give you the quest.
I too was stuck where I couldn't pick up this quest anywhere even though I had done the quests prior. So I did everything in Soggy's Gamble and then checked The Sunset Brewgarden where I was sent to Rikkitun Village. Once I did all those quests (only about 6), I went back to The Sunset Brewgarden and Lya of Ten Songs finally gave me this quest. I also got the achievement for the zone.
