You don't need to fish in order to receive this achievment. I got it upon playing PvP and got credit by looted fish from the PvP Reward "Raider's Supply Cache".

Fish obtained from Raider's Supply Cache count towards this achievement! I receive nearly 30 fish at a time from them. The cache is rewarded for completing random battlegrounds.
The fish you loot when you have [item=169487] equipped in Nazjatar also count towards the achievement.
