I wanted to add that as of 29th of September 2012 this achievement isn't obtainable. I have 200+ Pet Battle achievement points, including the Tamer title, and I haven't gotten this one yet.

I think this is indeed bugged, I'm stuck at 120/200
As of right now there are a total of 500 achievement points (including the ones to get the different amount of points) for mini pets.
Earn 200/500 to get this achievement
