I'm probably wrong, but I thought there weren't going to be any weapons other than artifacts in legion?
After reaching 840 on my artifact weapon by upgrading the relics, I still did not have the achievement. I had to equip another weapon and then re-equip the 840-level artifact weapon to actually get the achievement.
