You DO NOT need to be renown 21 with your JWC alt. You can acquire Onyx Gem Cluster Map purchasing it by Boss Magor and the other maps from Epedition Scouts Pack, Disturbed Dirt and Magic Bound Chest in order to acquire recipes and mats for the Whelplings crafts without being renown 21 with alts.

Already crafted these before this achievement and i did not get the achievement when this patch went live.Logged in today (Patch 10.2) and i earned this achievement!
When crafting whelplings for someone else through DF work orders system it does give the credit toward this achievment.
It does not give the credit retrospectively, though.
