This is correct. IIRC you need to be revered (it says right on the achievement if you look at it in-game) with your guild before your character's exalted reputations will start counting toward the guild achievement. Since the best you can do is friendly with your guild this week (there is a max guild rep/week), it looks like it will be a couple of weeks before any guilds will unlock this achievement.
