2. Enter boss area, and clear the trash.

3. You'll notice Sergeant Quackers on the left side hanging out on the edge wall. Pull Urctos.

4. Bring him over to Sergeant Quackers, target Quackers, he eventually drops down and you turn into a duck.

5. /salute Sergeant Quackers. Achievement criteria has been met.

6. Continue fight and kill the bosses.

8. Profit. Achievement Completed.

As you enter the boss room you'll see Sergeant Quackers off to the left as seen at blue in this screenshot. Have your entire raid stack on green on pull (or pop CDs on pull and move there afterwards as the first bomb isn't for 25 seconds).

When Pip puts out [spell=418720] on people those people normally need to eat the spores around the room and use their second action bar button to free themselves from duck prison. For this achievement everyone should stack under Sergeant Quackers and wait for the bombs to expire, which will briefly disorient everyone hit and turn you into ducks. While transformed someone needs to click on Sergeant Quackers to get him to join the fight and once he does you can kill the boss.

When we tried this the first couple pulls it seemed very buggy. There were plenty of times where we had the majority of the raid or even the entire group poly'd and we weren't able to click on Quackers. The best advice I can give is to just keep polymorphing yourselves until it works. Took 3 pulls worth of spam poly'ing ourselves for it to work for us.

Also note that if you're trying to do this on Heroic or for some ducked reason doing it on Mythic that when the bombs expire they will give the hit people (everyone) their own bombs and you'll need to eat spores to break out rather than just being disoriented for a short time. Since you get a limited amount of spores and each person needs 3 this will take a long time to recover from so I'd recommend you do this one on normal.
