I had achieved this long ago but when I logged in on the 18th I was granted it again, not sure now what the original date was, and not sure why this 'renewed'

There wasn't an achievement for Highmountain exalted before 7.3.5. It was added as part of the requirements for allied races.
Starting from patch 10.1.5, all restrictions for unlocking Allied Races have been removed, with the exception of a level requirement.
All Allied Races can now be unlocked once you have a level 40 character on your account (was level 50). Blue post.
