Once you reach exalted with one of the Legion factions your extra rep will keep counting. For every 10k extra rep you gain you will get a bonus cache. For this achievement you need to get one of those caches.

Wait a second...this is a Legion achievement? I only just earned it today (didn't play Legion) while being in Shadowlands/Korthia (and not doing any Legion stuff at all). I was also promised a reward (Undying Army Quartermaster) but when I turned in the quest I recieved no reward at all. Very strange...
You can mouse over the little bag at the end of the bar on your rep panel but I found an addon that shows it better. It's called exaltedplus. You can get it from curse.
