As of yesterday the quest Walk A Mile In Their Shoes has been temporarily disabled and removed from the achievement criteria for "Just Another Day in Tol Barad".
So after many months of the same quests popping up daily I seem to have found a workaround. If I am in Tol Barad Peninsula when the dailies reset then different quests spawn. For me that's 1am, not sure if its the same for everyone or whether I just got really lucky.
I don't know why it works, but the only 3 times the quests have changed is when I was in the camp with the quest givers at daily reset.
I hope this works for everyone else too!
