TheWoWDBAlthough the quest text says to kill Restless Infantry, you actually need to kill Restless Soldiers. I'm guessing this is a direct copy of the Alliance version of this daily, hence the error.

Soldiers and Infantry units are usually at around 20% health and seem to do very little damage against each other, when engaging the pair use any AoE you have to aggro both and prevent the leftover from resetting. While they aren't difficult to kill it is much faster to clean up 2 low health mobs than have one dead and other aggro-ed and at full HP.
This is not located in the Lost City, but rather Tol Barad. You can find the Restless Soldier fighting against the Restless Infantry. If you see a lone Restless Infantry standing around, kill him in order to spawn another Restless Soldier along with a new Infantry - they will be fighting against each other when they spawn.
