Do NOT use the Mass Milling recipes to do this. Even though you are milling 20 herbs at once, the achievement only counts it as 1 milling. Choose your herb's expansion and do the millings using 5 herbs at a time. That way the achievement will count it as 4 millings per 20 herbs.

If you’re going for this achievement, open up the auction house and select Trade Goods → Herbs. Buy whatever is cheapest.* Mill it.
Unlike other profession achievements in 10.1.7, there is only one achievement rank for milling.
*Double check that what you're buying is millable; items like Broken Frostweed Stem appear under "Herbs" in the auction house but are not millable.
I have probably milled thousands of herbs but when this achievements came I stared at 0, is this normal? Jesus.
