Seems bugged atm, capped the thrid flag 10 seconds before the timer showed 18 minutes and didn't get credit, nobody did. It should pop up if you win before the 18 min mark but maybe blizz wanted 20... if so that'd be nigh impossible with flag respawn and stuff.

This achievement isn't as easy to get as it seems. The best way to get this is by assigning a Shaman with ghost wolf, a druid with travel or another person who can move across the map pretty fast. Having a few stealthed dpslurking in your flag room and a healer for both groups helps with getting your flag back quickly. As long as you're decently geared and theres not that much trouble getting the efc down, you should get this within a few tries.
It's not bugged. Wow UI allways rounds timer up. So if you see 18 minutes it's actually 17 minutes and some seconds rounded to 18 minutes.
