Try it on Brill near Undercity instead, it works.
Ok for all like me who are stupid and didn't understand the instructions above:
You have to eat 5 stacks of each of the food associated with each chair. Your buff bar will show how many stacks you have eaten of each set of food.
So, go from one chair to the other and eat the food associated with that chair five times.
Do this for all 5 foods and hey presto, a city will be knocked off of your list. Do this for all horde cities and again, hey presto, you have a new achievement completed.
This will then give you the buff: Spirit of Sharing!
