This is very easy to solo.
Get boss to 50%. Wait for him to cast smoke and mirrors. Kill shards.Cannot be done on mythic. Only heroic or lower.

Solo
Dps boss to 50% or so, then wait for 2 air phases. I recommend specing into barrage for this achievement.
Once the Crackling Shards spawn, line yourself up to hit the most shards possible, pop cd's and barrage.
Achievement turns from red to white.
Kill the boss.
Achievement involves killing 10 of the big stalagmite looking Crackling Shards within 3secs.
Chances are, best way to do this is using the 3 Scales that drop from Wrathion (that you have to soak and use to kill the shards), and just being fast with them. Using Daemon Hunters or Monks for extra speed is probably the way to go.
You might even 'accidentally' get the achy by just doing the fight as normal tbh.
