I can't figure out how this works, the first week i did this event but phased and didn't get credit, now i can't even see the event

did like 3-4 of these and never got the achievement
edit: after 3 weeks it's fixed out of nowhere. I did make a ticket but they said they couldn't help me and advised me to make a bug report.
To unlock the "Harder" difficulties of Worldsoul Memories using x5 or higher Radiant Echoes to yield more fragments, Players will need to participate in both Memory Echos in the Active Zone and Complete the Achievement "The First Echo"
