I've just tested this out and at the moment if you still have any Hollowed Wands in your bank from last year, you can give away free achievements by using them on people.
How ever, the "Random" wands do not grant the achievements of The Masquerade.

Just finished this achieve in about 10 minutes by using the new Premade Groups thing. Created a group called "The Masquerade achievement" and the description said to meet in Stormwind. A few people joined within minutes, we all casted costumes on each other, done. Very easy.
Confirmed that you can get this achievement AFTER Hallow's End is over with.
