Also notable is the fact that some of the buckets seem to phase out if you haven't gotten far enough into the quest chain. I was carrying around a level 47 rogue for the first part of my journey, and there were several buckets that he couldn't see,

this post is to gather info from various other posts and my own experience regarding "missing" candy buckets…

i think i can explain the inconsistencies in everyone's experiences. each zone has a default state. if you start on certain quest chains in those zones, you phase out of the default state of that zone and cannot access various things, like candy buckets, while on that quest line (example: Stoneplow in Valley of Four Winds). some zones may have an area and its inhabitants phased in normally, but the quests are not available (like Zouchin Village in Kai-Lun Summit). in circumstances such as these, where you cannot see certain objects in a zone because you are on a quest chain, you will need to complete that quest chain to phase back into the normal state of the zone. in some conditions, i believe abandoning the quest chain would have the same effect.

in other zones, the default state may be that an area's inhabitants are hostile (such as Grookin Hill in Jade Forest) or its inhabitants and objects are phased out (like Mistfall Village in Valley of Eternal Blossoms). under these circumstances, you will need to complete the quest chain that unlocks that area and phases its inhabitants into the normal state of the zone.

for Gookin Hill
you must phase Grookin Hill in.
that is, make the Forest Hozen friendly by killing Dook Ookem. even if you haven't completed the quest line this will make all Forest Hozen, including the ones at Grookin Hill, friendly (i believe it raises your rep to exalted or maybe that happens after you complete the quest line). Dook Ookem will not appear until you have the Lay of the Land quest.

for Stoneplow
you need to be phased with the normal state of the zone by not being on certain quest chains.
that is, if you are on any of the 4 main quest lines (the 4 quest lines to find various NPCs given by Xiao at Pang's Stead) you will likely be phased out and must finish the chain and complete the achievement The Savior of Stoneplow (starts with the Students No More quest). once you complete the achievement, you will be returned to the same phase as the candy bucket at Stoneplow.
...my personal experience has been that one toon with the achievement could see the bucket, but one without the achievement, and in the middle of the quest line, could not see the bucket.

for Zouchin Village
you need to be phased with the normal state of the village
that is, you must not be on the quest chain involving the troll invaders. if you are, you must complete Enemies at Our Door given by Loremaster Cho (thanks tvir) to return to the same phase as the candy bucket there.
...my personal experience is that my level 85 mage, having completed only 2 quests in Pandaria, was able to see the bucket. interesting note: once i entered the village i was put into a different phase than my friend who was taxiing me around. i rode the hot air balloon back up to the ledge and we phased back in together. weird.)

you need to phase the village in
if the village is on fire (the default state), you need to complete the quest to put out the fires Challenge Accepted. the chain starts in Binan Village with Hit Medicine.

you need to phase the village in
you need to pick up the quest chain starting with Trial At The Temple of the White Tiger (in Kai-Lun Summit) (i don't know the lead-in quest) and follow that to A Witness to History (where the gates to Valley of Eternal Blossoms are opened) and then The Shrine of the Two Moons. from here you pick up The Ruins of Guo-Lai (given by Leven Dawnblade, Golden Lotus faction) and follow it through The Guo-Lai Halls (thanks JRSpaniel). upon turning in this last quest, you will unlock the Golden Lotus dailies and then you can go to Mistfall and get the bucket. whew.
you need to be level 90 to get this quest (thanks staramor). ...this is a longish quest chain, and you need to be, i'm guessing, at least level 88 to complete it. the Guo-Lai area should be quite difficult for toons undergeared or lower than level 88 without help.
