As of today, 10/18/2020, I have encountered a bug where I am phased in a different version of the Veiled Stair which does not allow me to complete this quest. From my research, it appears that I am somehow in an 8.2.5 version of Veiled Stair from a quest that is no longer obtainable or completable (Spies to the Left and Right) so I am unsure if I will be able to get this candy bucket. I have submitted a ticket to see if this can be fixed in someway. Will keep this updated in the future.

EDIT: 10/20/2020 - This bug has now been fixed via hotfix.

ran into this problem myself, doesnt fix the bug, but i did find a workaround for the bucket. if you know a friend that has done the quest, you can invite them to a group and party sync with them. it will load you into their version of tavern in the mists and let you grab the bucket. might also work party syncing with a low level character in chromie time too but i have not tried.
