To complete this achievement, you must free 10 guards. They are named as Captive Sha'tari Peacekeeper and Captive Sunsworn Honor Guard. Both count towards the achievement. They are located all around the quest area in tents. Just click on them to free them. They will assist you in battling with you.
Note that you must be on the quest Assault on Shattrath Harbor and it must not be completed, else you are unable to interact with the guards.
