The Skyborne are a new race of windswept elves defending their floating home, Zephras Isle, along the Windshaper Horde or High Order Alliance paths. Blizzard's page states that access to the race and its starting questline requires the Skyborne Heroic Pack or a higher edition.
Blizzard describes the Skyborne as a new race of windswept elves whose once secluded home, Zephras Isle, faces an existential threat. Players who choose the race follow one of two paths, the Windshaper Horde or the High Order Alliance, in the quest to defend the island. Zephras Isle is the Skyborne starting experience and also one of Forever's new zones: a floating island oasis in the sky.
One line on the official page matters for anyone planning a Skyborne main: access to the Skyborne race and the Zephras Isle starting questline requires purchase of the Skyborne Heroic Pack or a higher edition. Forever itself is included with a subscription, but the new race is part of the paid packs.
On stage Blizzard spelled the name Skyborn in the reveal; the official page uses Skyborne throughout, so that is the spelling used here. Skyborne themed housing decor from the packs is usable only in modern WoW's Housing, which requires Midnight.
Update from the What's Next panel: Zephras Isle is a level 1 to 12 starting experience, Skyborne pick a faction from the start, Horde Skyborne can be Shamans and Alliance Skyborne Mages, and both can play Warriors, Hunters, Rogues and Druids. Wowhead lists the Skyborne Heroic Pack at 29.99 US dollars.
