I am 99% sure you don't need to do anything to make him spawn.

I tried to kill almost every mobs near his location nothing happened.

He was the last rare missing for my achivement so i decide to wait near his location doing Arena stuff, when he finally spawned, no one was close, all mobs were alive so i dont think anyone did anything, i think he just spawn every X minutes

(sorry for my broken english, edit my post with better english if you can :D)
