Voice in the Deeps

This rare doesn't show up on the map, but you simply summon it by removing the rock pile at 67.22, 34.50.

The item you need to remove the rock pile is

Need a Molted Shell (found around the surrounding Kal'Methir Citadel) in order to break the rocks in front of this rare.

After killing it I was given the Silencer debuff, making most of the Makrura neutral with you. Could not find any use of the debuff beyond that, but I'd like to think that there is more!

Engaging Voice in the Deeps found at 67.22, 34.50 you can fly above and look through the hole in the ceiling, under the rocks, to see if the rare is in fact there, you will see the tentacles moving
You need to use [item=168161] which is found at 68.05, 37.43 (looks like a giant blue lobster tail) on the pile of rocks at the rare spawn location when you pick the item up it goes into your bag, do not use it until you are at the rocks and you have confirmed the rare is there, after you break the rocks you can use the dismount arrow or just right click the buff, otherwise you will just keep spinning.
I solo'd as a 474 Holy Priest, took about 5 minutes, I didn't do a lot of damage but self heals always a plus. If you have corruption I would suggest clearing some mobs outside and pulling the rare
out so you don't have to deal with the corruption inside of the small building or the trash outside.

buffs itself throughout the fight with [spell=260237] I used [spell=528] if you can not Dispel Magic, I recommend bringing someone that can, if not, it just may take a little longer.
You will receive a stacking debuff [spell=303587], cannot be purified

you get a 60 minute debuff ([spell=294852]) after kill, which makes [npc=148379] mobs around neutral to you, except for the commanders
