In 8.1, both Drov and Tarlna were spawned at the same time, and had a 15 minute respawn timer after killing them.
This guy is a copy+paste of Yalnu, the final boss of the Everbloom. If you have beaten Heroic Everbloom, you already know the most important thing to do:

Overview
Tarlna attacks players with Colossal Blow and Savage Vines. He will periodically summon sproutlings and grow them into Giant Lashers with Genesis.
Damage Dealers
- Quickly defeat Untamed Mandragoras to prevent them from overwhelming your group.
- Trample sprouting lashers before Genesis completes to prevent Giant Lashers from spawning.
Healers
- Colossal Blow inflicts heavy group-wide damage.
