I used a level 23 P/P Emerald Proto-Whelp with Emerald Bite/Emerald Presence/Emerald Dream
Keep Emerald Presence up at all times, use Emerald Dream when you're at or below 40% health, on any other turn use Emerald Bite.

Tiffany is one of the pet battle World Quests in Legion, located in the Dalaran pet arena in the West of the city.
Her pets are Jinx, Rocket and Marshmallow, all epic quality, which makes Tiffany one of the harder pet fights in Legion. But this has all be said before.The Full Dragon strategy I use was:
Wild Golden Hatchling (Power/speed) with Tail sweep, Call Lightning and Lift off(I did not use this one)
Azure Whelpling (Power) with Breath, Arcane storm, Surge of Power
Chrominius (Health) with Bite, Ancient Blessing, Surge of PowerMy rotation was:
Round 1: Call Lightning
Round 2: Tail sweep
Round 3: Your Wild Golden Hatchling dies
Round 4: Azure Whelpling comes in - Arcane storm
Round 5: Breath (Jinx dies)
Round 6: Surge of Power
Round 7: Wait
Round 8: Wait
Round 9: Breath
Round 10: Breath ( Rocket dies)
Round 11: Arcane storm
Round 12: Breath
Round 13: Azure Whelpling dies
Round 14: Chrominius comes in - Bite
