I've found the best droprates on feral druids.
This is a new item dropped by level 48-56 bears throughout Azeroth. This is needed to make Charred Bear Kabobs and Juicy Bear Burgers. These recipes are added to help in leveling cooking from 250 to 300 without fishing.
The low droprate recorded by Wowhead can be attributed to the fact that before patch 2.4 none of the bears dropped this item. Wowhead has data on all the bears killed since the site began (2 years ago), but flanks have only existed for a number of months, therefore the site thinks that only a fraction of the bears drop the flanks. The droprate is most definitely much higher than ~23%. Did that make any sense?
