It's likely to make it more stack-friendly to tailors. 6 cloth only evens out every 3 stacks, while 5 evens out every single stack.
Interesting that with each type of cloth, the number of pieces-per-bolt was going up as the cloth-level rose. This was as high as 6 netherweave-per-bolt (until last patch when it was reduced to only 5). Apparently Blizz likes 5 better, since a bolt of Frostweave will require only 5 cloth.
