Use the Servants of Razelikh in Blasted Land at The Dark Portal to level your skill.If your a pally use Seal of Light and then go to lunch or something.
The point of this item is to allow warriors and other classes to level their weapon skill as quickly as possible. DPS is generally irrelevant.
Just used a pair of these to train my 2H swords skill from 0 to 303/305 on my warrior (lvl 61 fury with titan's grip). I bought 4 cheap pieces of int armor from the AH (172 int total), and ran ragefire chasm. Very quick way to gain skill.
