I've found Silithius to be great for these if you're leveling your Leatherworking skill. When the scorpids don't give you 1 or 2 of these, you obtain Rugged Leather almost every time. After about 15 mins of farming with a 68 rogue, I had in my bag 30 scorpid scales, 48 rugged leathers and 8 thick leathers.
There are mobs in Silithus: The Wound that have the same names as the scorpid mobs that drop this, but they are not skinnable. You have to talk to [npc=128607] at 78.8, 22.0 to timetravel to pre-sword Silithus, where the scorpids will be skinnable again.
I found Silithus to still be the best spot in farming scorpids. There aren't enough in LBRS and are far back in the instance to farm these. I killed scorpids all around Silithus but mainly stuck to [npc=11736]s.
