At this time, Chromaggus is the only place that you can get red dragonscales; all the other red dragon mobs in the game are either removed or friendly, and the chromatic dragonflight where you used to have a chance at these were completely removed.
In other words, expect any red dragonscale gear to come at the cost of a whole lot of farming BWL and the AH. Fortunately, both pieces that require these scales are not unique in appearance, allowing you to get the appearances for your sets elsewhere if you're a transmog collector:
[item=18509] is identical to [item=31942].
[item=15047] has two lookalikes, both BoE random drops: [item=10157] and [item=31127].
As far as I am able to discern, the patterns that use these can no longer be acquired, so unless you already had the recipe, these will be of no use to you. The folks who have the patterns will likely be looking on the Auction House, so don't throw them away. :)
Like the blue dragonflight, the red dragons that used to populate Azeroth are essentially gone. This means that farming the Chromatic dragonflight in UBRS (specifically, the trash leading up to the Rend encounter) is the most reliable way to get red dragonscales. Gyth will also occasionally drop some red dragonscales. Chromaggus in BWL ought to as well, but that's on a weekly reset. UBRS is a regular instance that you can farm up to five times an hour.
