My favorite spot is in Azsuna, farming the Murlocs @ corrds 49.00, 37.00.
There are a ton of these guys packed together, and they only have 650k HP @ level 110. You can use a mount to run a circle and gather a bunch of them then AoE them all down fast. Make sure to use a Enchant Shoulder - Boon of the Scavenger for extra cloth!
This will be the new Legion cloth, sadly I learned about it the hard way, I got a drop called "Clothes Chest Pattern: Molten Core" which lets you learn a pattern that lets you set out a chest full of costumes from molten core.
Note that we're back to Humanoids for Cloth in Legion. WoD was just a blip with our resources coming from Beasts.
