Edit (Patch 4.0.1): Weapon skills have been removed from the game. However, for posterity's sake, I will leave the rest of my comment untouched.

Drops frequently in The Stockade. Useful for leveling 2-handed axe skill as it's very fast and does hardly any damage...good stuff if you aren't a class that can (for example) Hamstring or Wing Clip spam to get skill up.
