This doesn't appear to be attainable anymore. The area where it says the skeletal raiders spawn is now infested by ghouls since Cataclysm.

Just dropped for me from a Skeletal Raider in Raven Hill. I am always amazed when I see something I've never seen before in WoW. Having played for five years you would think you had seen it all.
Attainable once more as of 10.1.7! I got mine from the Tranquil Gardens Cemetary in Duskwood, farming the regular skeletal mobs.
