This is a random drop in several high-level instances, but you're probably most likely to see it in Karazhan. As sad as it may be to carry around a green item, the "of Stamina" version is probably the best ranged weapon in the game for tanks.
If you haven't hit 490 defense (improbable), or prefer to stack defense, the "of the Champion" variation is also good for tanks.
It should also be noted that this is one of three ranged weapons that are identical other than type:

With 27 stamina, much higher DPS, a yellow socket, and potentially a 3 stamina socketing bonus, the Gyro-balanced Khorium Destroyer is now a better choice for tanks. http://www.wowhead.com/?item=32756
