How the numbers add up
Strength on Weathered Observer's Shield rises from +1 at level 10 to +9 at level 70, a gain of 8. The largest rise between two listed levels is +2, from level 10 to level 20. With no upgrade token the Strength stops at +4 at level 30, so the tokens account for the last 5 points.
The level cap starts at 30. The 6 upgrade tokens lift it by 5, 5, 5, 5, 10 and 10 levels in turn, to a final cap of 70, which is 40 levels above the base cap.
Of the 6 differently named off-hand heirlooms, 4 list Strength, 6 list Stamina and 5 list Haste among their stat types.
The source line Vendor: Estelle Gendry is shared by 2 other off-hand heirlooms: Flamescarred Draconian Deflector and Musty Tome of the Lost.
