It's not just a raid drop. The recipe can also drop from [item=228337], which can be purchased for 600 [item=210814] from [npc=219051] in Dornogal.
This is how people who are selling it on the AH currently, prior to raid release, got their hands on the formula. It's a big gamble with a lot of Artisan's Acuity. The formula is not a guaranteed drop.
