TheWoWDBMany Tournament guides will tell you that this quest grants 10 Champion's Seals the first time you become a champion... however in Cataclysm it seems to only be awarding 1 Seal. I completed this yesterday on a Tauren, and reached my first Champion standing for Thunder Bluff... got this quest... turned in, got the Gruntling, but only 1 Seal. I proceeded to then get more Seals from the dailies and the Black Knight chain.
I've entered a ticket inquiring if this was an intentional change, and to see if I could get the other 9 Seals credited to me. Let's hope I get a nice GM ;)
Edit: GM says this is "intended.." Going forward, it seems Champions are out 9 Seals. You can always try a GM on your server to see what they say. YMMV...
