To be explicit: this quest requires both 20000/21000 Revered and completion of The Stuff of Dreams by killing Xavius in the Emerald Nightmare -- not just A Growing Crisis! If you only have the reputation, you won't see it. (I'm Exalted, for example, and I can't get the quest yet)
There starts the final quest chain of Good Suramaritan achievement. Be sure, you have at least 20000/21000 revered with Nightfallen and have done The Stuff of Dreams quest to be able to pick up the quest. [npc=103155] located down the stairs, feed her, if she's starving.

Description
It is time. The arcan'dor is preparing to mature. With a final burst of growth, this gift will be fully realized. We must make ready the leyline feed.
