You have to pass through Lunastre Estate portal and listen to Andaris, then you'll have to rescue six terrified citizens (interact with them). Keep in mind, you will be able to use no masquerade, so try to avoid large packs of mobs. Citizens are across the Estate area.

I'm not sure if it's just me, but the terrified citizens seem rather few and far between. Either they have a really long respawn timer or they are a rare appearance in and of themselves.
