Quartermaster Killian is the only one that agrees, the other two you have to kill. They can be a little tricky to find. Quartermaster Killian is to the west as you leave the building First Mate Owing is, turn right and go up the stairs. He is across that bridge, standing under a tarp owning on a green rug. Navigator Swink is just behind the building Owing is in. When you exit, turn left, go down the stairs and turn left again - he is on the deck holding a spyglass. Boatswain Taryn is just outside the building Owing is in, exit and she is standing on the left hand ship haul that makes up the port. Hope that helps!
Find 3 NPC in Plunder Harbor and speek with them.
When you exit questgiver place:
- Boatswain Taryn to the left on the shipwerk bow of the ship.

Rumor holds that some of the other authority figures have goals that align with mine. I forged some letters in the captain's hand. Deliver them... see who bites. Or who gets in our way.
