This quest is available as of September 5th, 2017. You unlock this quest by continuing the quest chain presented to you on The Vindicaar. I unlocked this quest after finishing the intro quest chain to Mac'Aree, which initially concludes with The Path Forward. I recommend going back to The Vindicaar and retrieving this quest immediately after completing The Path Forward, as the follow up quest (Not-So-Humble Beginnings) takes place near Vorel's House.
It would appear this is no Jewelcrafting requirement for this quest (or it's very low), as I was well below 800 when accepting it (around 750).
As stated in other comments, you will require 1 of each uncut Argus gem, which you can get from the AH or from prospecting Empyrium. There are 6 gems in total, and the gems you need are:
Be sure to have them in your bags with you when you make the trip out to Vorel's House, and look behind the chest, on the wall. There will be six places for you to place the gems. (Screenshot submitted)

Description
{name}, I hear you're a jewelcrafter. I too am a master cutter, but I fear my designs will be lost to the Legion. I hurried out of my home with the intention of returning, but I fear that may not be a possibility. You see, I left my most prized possession, a book of jewelcrafting designs. But you, you're strong, you could fight your way into my home and recover my book! However, I locked it away in a special chest that requires the gems of this land to unlock. You'll need one of each to open it.
