A Taste of Tirna Noch

In addition to what troelala mentioned about the world quest It's Raining Sparkles, the area is zoned and empty if you are on the Fae covenant, Bwonsamdi quest line: Gathering the Hunt.
You'll have to fully complete the rest of the quest line to kill Dambala and report to the Queen for the zone to return to normal.
It took a hot second to figure that out since I was on the first step of the Gathering the Hunt quest and it was nowhere near Tirna Noch. >.o

Warning: this quest can be incredibly annoying, even without the bugs other commenters have referred to.
The loam seems rare and is relatively hard to spot...only Blizzard could make a fetch quest for dirt, and make the dirt 'rare'!
The loam coords in an earlier comment are helpful, but they don't seem to consistently spawn at those locations.
With gear, the hostile drust are no more than annoyance, but why Blizzard why?

This one is important. Although, running around in the zoned version is quite honestly one of the spookiest things I have seen in the game. EVERYTHING is empty. Anya and the Koryn are standing up there all alone. And everything is silent and void if life.
