This quest has the same task as One Day at a Time and Continuing the Cure quests. Every part of Insurrection starts from the same quest, only titles are different. So, you have to choose one npc in Shal'Aran and give him / her [item=143597] to cure. Get back to Thalyssra then.

By this point in the quest chain many were wondering why this seemingly menial quest kept being repeated, and why it was spaced out the way it was. Yes, there was gating in the original Insurrection questline, but there was also a symbolism in the story. The quest was meant to be symbolic in two ways: 1.) Thalyssra said the Arcandor produced fruit only slowly, meaning only a few Nightborne could be freed from their addiction at a time. This had to be agonizing for the rest, having to wait for their own freedom. 2.) You, the player, the Champion, the Hero, are actively participating in not only freeing the Nightborne from the tyranny of Elisande and The Legion, you are literally freeing them from their addiction and helping them become a truly independent people.
