The NPC that follows you around may not properly reset to Mezzamere. If you have the quest completed and Bladesman Inowari is still following you, try to zone out of Nazjatar (I took the portal from Mezz to Boralus) then take the Boralus portal back to Nazjatar. That should make the NPC show up properly to turn in this quest. At least it did for me.

If for some reason like me you're doing this now in a later xpac and you flew back from finishing this quest and there was no NPC to hand it in to. Jump in the port back to Boralus then back again then you'll be sorted.

Description

These blades that I wield are newly forged. The time has come to temper them in the blood of my enemies. I have heard that you are skilled in the ways of battle.
