To do this quest You need to have Dragon Isles Tailoring (5) to learn ( You can learn from questgiver ) how to make [spell=376509]. [item=193497] can't be soulbound. To make it You need 4 Wildercloth and 4 Spool of Wilderthread.
When You make it give it to [npc=192498] /way 57.93 68.21
