Even though the quest says "specs" plural and the tracking language says "Loupes" plural, you only need to make and turn in one loupe.
For those, like me, that had to drop the quest for the duck trap bug, and couldn't remember where they picked it up.
You start the quest from the JWC trainer in Dragonbane Keep in The Waking Shores, at around 26, 54.
