TheWoWDBOkay so what this quest doesn't tell you is that you have to go into the world and get the Salt Deposits from mining nodes throughout The Waking Shores. Salt Deposits are a somewhat common resource you'll find when mining. I took me about 3-5 nodes to get them to show up.
Edit: Or as another player said, easier to get them on the Auction House.
